The two thermal fire detector zones will be out of service until the next outage of sufficient duration. This report is being submitted in accordance with Technical Specification Action Statement (b) of Limiting Conditions for Operation 3.3.3.8 and 3.7.11.2.

This special re ort is being made in accordance with Action Statement b of Limitint, Conditions for Operation (LCoo) 3.3.3.8 and 3.1.11.2 because of the inability to repair inoperabin fire detectors within 14 days.

On May 26, 1991, at 0005 Eastern daylight timo (EDT) and on May 28, 1991, at 1137 EDT with Unit 1 in Modo 1 (100 percent power, 2,235 pounds por square inch gauge, ant. 578 degrees Fahronheit), LCOs 3.3.3.8 and 3.7.11.2 woro entered when the Unit, 1 Nos. 4 and 3, respectively, reactor coolant pump fire detectors were removed from cervice. Troubiechooting tho detector circul's at their time of failurn verified the faults to bo located insidu Unit lot'-

containment polar crane wall.

L An hourly monit ring of the containment. air temperature was entablished in compliance with.ction Statement 3.3.3.8.a.

Fire suppression capability was still available through manual initiation by operators.

The inaccessibility of t.he detectors because of excessive radiation lovels during pcwor opeNtions has prevented a repair or replacement attempt.

Detectors in the affweled zones will be restored to operable status during, the no:tt Unit 1 outage of sufficient dur lon.

A deterwinst ton of the exact cause of the detectors' inoperability cannot bo determined until that time.

Sequoyah will remain in LCOs 3.3.3.8 and 3.7.11.2, and the hourly lower containment temperaturo monitoring will be continued until the firo detectors are returned to operable status.
