Combined Inspection Report Nos. 50-334/90-28 and 50-412/90-28.

This letter refers to the routine safety inspection of your actions in response to " Programmed

Enhancements" described in Generic Letter (GL) 88-17, " Loss of Decay Heat Removal."

The inspection was conducted by Ms. A. E. Lopez and Mr. D. T. Moy of this office on

December 17,1990 - January 25,1991, at Beaver Valley Power Station Units 1 and 2,

Shippingport, Pennsylvania, and at our regional office. A discussion of our findings was

held by Ms. Lopez with Mr. Tonet of your staff at the conclusion of this inspection.

Areas examined during this inspection are described in the NRC Region I Inspection Report

which is enclosed with this letter. Within these areas, the inspection consisted of selective

examinations of procedures and representative records, interviews with your staff, and

observations by the inspectors.

Our inspectors observed that the " Programmed Enhancements" described in your response to

Generic Letter 88-17 (dated February 23,1989) had been implemented adequately, with the

following exception:

(1)

Visible and audible alarms to annunciate abnormal temperature conditions are not

available at either units.

(2)

Justification for the technical acceptability of RCS water level accuracies and range,

has not been established for Unit No.1

(3)

Visible and audible alarms to annunciate abnormal RCS water level conditions were

not established for Unit No. 2. Unit No. 2 also has not established the technical

"

justification for acceptance of the RCS water level accuracies.

The above exceptions are identified as unresolved items in the enclosed report.

- A telephone conversation was he!d en January 3,1991 to discuss the above exceptions with

representatives of your staff. Based on this telephone conversation, we understand that your

staff will review your actions related to Generic Letter 88-17; identify the differences

between your actions and the generic letter guidelines; resolve the differences or provide

technical justification for the differences; and document the differences and the respective

resolution in a letter to the NRC by January 31,1991. If your understanding is different

from ours, please notify us at this office within 10 days of the receipt of this letter.

Within the scope of this inspection no other unresolved items or violations were observed.
