COMPLIANCE EVALUATION REPORT: APPLICATION DATED JULY 20,1999, CYLINDER LIFTING RESTRICTIONS IN C-360 AND OTHER EDITORIAL REVISIONS (TAC NO. L32128) l BACKGROUND By letter dated July 20,1999, USEC submitted a Certificate Amendment Request (CAR) to revise six Technical Safety Requirements (TSRs) sections for Paducah Gaseous Diffusion Plant (PGDP). These changes include: (1) mode applicability revision for cylinder lifting restrictions in Building C-360 in TSR Section 2.1.4.17, and (2) editorial and formatting changes in TSR Sections 2.1.4.8, 2.3.4.1, 2.3.4.4, 2.3.4.16, and 3.10.4.b.
DISCUSSION:
The Limiting Condition for Operation (LCO) of TSR 2.1.4.17 states that no UF, cylinder shall be moved over another cylinder when either cylinder contains liquid UF.. The purpose of this TSR is to ensure that an accidental release from a cylinder lifting accident is bounded by the release from cae liquid UF, cylinder, an accident that has been previously analyzed. Currently, the cylindei !!fting restriction in TSR 2.1.4.17 only applies to operational Mode la which applies to the movement of cylinders containing liquid UF. The proposed revision changes mode applicability to also include Mode 1b which applies to handling of empty cylinders and cylinders containing solid UF.. This is necessary because an empty cylinder is cc nsidered to contain liquid UF, until it is acceptably heeled. (A cylinder is acceptably heek, when its vapor pressure falls below 20 psia for more than 5 minutes during the heeling process.) The current PGDP operating procedures and practices already restoct the movement of empty cylinders or solid UF, cylinders over a cylinder containing liquid UF. This revision clarifies the lifting restriction and does not affect the intent of this TSR.
Revisions to TSR Sections 2.1.4.8 and 2.3.4.16 are format changes to maintain consistency of the paragraph labeling system. Revisions to TSR Sections 2.3.4.1,2.3.4.4, and 3.10.4.b are typographical corrections. These revisions are necessary to make corrections and do not affect the intent of these TSR sections.
ENVIRONMENTAL REVIEW Issuance of an amendment to the Certificate of Compliance GDP-1 to revise Technical Safety Requirements is subject to the categorical exclusion provided in 10 CFR 51.22(c)(19).
