This refers to the inspection conducted by Messrs. L. E. Ellershaw,
L. D. Gilbert, and W. M. Mctleill of this office during the period February 4-15,
1991, of activities authorized by NRC Operating Licenses llPF-76 and NPT-80 for
South Texas Project, Units 1 and 2, and to the discussion of our findings with
Mr. S. L. Rosen and other members of your staff at the conclusion of the
inspection.
The area examined during the inspection was implementation of your comitments
made in response to Generic letter 09-13 concerning service water system
problems af fecting safety-related equipment. Within this area, the inspection
consisted of selective examination of procedures and representative records,
interviews with personnel, and observations by the inspectors.
The inspection
findings are documented in the enclosed inspection report.
During this inspection, it was found thot certain of your activities were in
violation of NRC requirements.
However, in accordance with Section V.A. of the
NkC's Enforcement Policy, no citation is being issued for the violation
described in paragraph 2.1.2 of the enclosed inspection report.
Should you have any questions concerning this inspection, we will be pleased to
discuss them with you.
