Gentlemen:

This refers to the Engineering and Technical Support Team Inspection conducted

by P. R. Rescheske, V. P. Lougheed, J. H. Neisler, and I. T. Yin, of this

office on December 17, 1990, through January 30, 1991, of activities at the

Clinton Power Station, authorized by flRC Operating License flo. IlPF-62, and to

the discussion of our findings with you and other members of your staff during

the on-site exit meeting held on January 11, 1991. Additional material was

submitted by your staff and discussions were held subsequent to the onsite

portion of the inspection. The results of our review were discussed with

tir. J. Sipek of your staff on January 30, 1991.

During this inspection, certain of your activities appeared to be in violatien

of flRC requirements, as specified in the enclosed flotice.

is required. Your response should not be limited to the specific examples

cited, but should also address the scope of your initiatives in the area of

design control and associated status and schedules.

Weaknesses with the

design control process are discussed in Paragraph 7 of the enclosed report.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter, the enclosures, and your response to this letter will be placed

in the flRC Public Document Room.

The responses directed by this letter and the accompanying tiotice are not

subject to the clearance procedures of the Office of flanagement and Budget

as required by the Paperwork Reduction Act of 1980, PL 96-511.
