WAIVER OF CRGR REVIEW FOR BAW-10223P, " SCIENCE" (TAC NO. MA4599)
REFERENCE:
Memorandum from E. L. Jordan to T, E. Murley, "CRGR Consideration of Topical Reports," September 29,1989 Attached is the safety evaluation report prepared by the Division of Systems Safety and Analysis, in which the staff accepts for referencing Topical Report BAW-10228P,
" SCIENCE." This topical report was submitted by Framatome Cogema Fuels, Inc.,
(FCF) on February 5,1998.
This report describes the analyses conducted by FCF pertaining to the application of the computer code package referred to as " SCIENCE." The SCIENCE nuclear code package is an integral system of codes for performing the nuclear analysis of pressurized-water reacteth (PWR). SCIENCE consists of a set of core physics tools based on two-dimensional lattice calculations, three dimensional core calculations and data manipulation codes.
The SCIENCE code package provides improved accuracy for nuclear computations when compared to current codes and has the capability of analyzing highly heterogeneous core designs. SCIENCE's intended use is for proceduralizing and automation of the FCF fuel cycle design.
According to its charter, the CRGR should review each staff approval of topical reports.
However, the staff believes that CRGR review is not necessary because BAW-10228P does not present a new staff position. If you agree that a CRGR review is not necessary, please so indicate by signing below. Othorwise, the staff will prepare an appropriate CRGR package.

ACCEPTANCE FOR REFERENCING OF LICENSING TOPICAL REPORT BAW-10228P, " SCIENCE"
Dear Mr. Coleman:
We have completed our review of the subject topical report that Framatome Cogema Fuels, Inc., (FCF) submitted by letter dated February 5,1998. The report is acceptable for referencing in licensing applications to the extent specified and under the limitations delineated in the reports and in the associated U.S. Nuclear Regulatory Commission
- (NRC) safety evaluation, which is encicsed. The safety evaluation report defines the basis for acceptance of the reports.
When the report appears as a reference in license applications, we do not intend to repeat our review of the matters described in the report that we found acceptable, except to ensure that the material presented is applicable to the specific plant involved. Our acceptance applies only to the matters described in the reports.
In accordance with procedures established in NUREG-0390, it is requested that FCF publish accepted versions of this report, proprietary and non-proprietary, within 3 mortths of receipt of this letter. The accepted version shallincorporate this letter and the enclosed evaluation between the title page and the abstract. The accepted versions shall include an "A" (designating accepted) following the report identification symbol.
