Dear Mr Siper:
This letter acknowledges receipt of your letter dated March 2,1998, which transmitted changes
~ identified as Revision 24 to the Clinton Power Station Security Plan, submitted under the provisions of 10 CFR 50.54(p),
- Besed on your determination that the changes do not decrease the overall effectiveness of the
' security plan and after limited review of the changes, no NRC approvalis required, in accordance with 10 CFR 50.54(p). Implementation of these changes will be subject to inspection to confirm that the changes have not decreased the overall effectiveness of the security plan.

q The enclosure to your letter concerns a subject matter which is exempt from pub!ic disclosure in accordance with 10 CFR 73.21 and is therefore being withheld fmm public disclosure.
