SUBJECT:

PROPOSED ACRS SCHEDULE FOR REVIEWING THE AP600 DESIGN This memorandum documents the discussion I had with Theodore Quay of your staff on October 28,1997, regarding the proposed ACRS schedule for reviewing the AP600 design. During the October 9,1997 meeting between representatives of the i Westinghouse Electric Corporation and the staff, the issue was raised as to whether the ACRS could complete its review of the AP600 design in less than three months after receiving the proposed Final Safety Evaluation Report (FSER).

The proposed ACRS schedule for completing its review of the AP600 design is given below:

. Ootion 1: if the staff provides the proposed FSER to the ACRS by May 1, 1998, the ACRS will expedite its review and try to issue a final report to the Commission in July 1998.

. Option 2: If the staff provides the proposed FSER to the ACRS by June 17,1998, the ACRS will strive to complete its review and issue a report to the Commission in September 1998. /

For ACRS to meet either schedule, the staff must provide a complete and high-quality FSER with no safety-significant open items, and Westinghouse and the staff must provide the necessary support during Subcommittee and fullfommittee meetings. If O 3 there is a delay in providing the FSER, the ACRS review wiri be delayed.

The proposed schedule, for both options, for ACRS meetings to review various chapters of the AP600 Standard Safety Analysis Report (SSAR) and associated draft FSER chapters is included in the attachment. The ACRS plans to

2 issue interim reports following its review of SSAR chapters, and a final report following its review of the FSER.
