RELIEF AUTHORIZATION FOR USE OF CODE CASE N-533 FOR ARKANSAS NUCLEAR ONE, UNIT 1 (TAC NO. M99243)
Dear Mr. Hutchinson:
By letter dated June 25,1997, Entergy Operations, Inc., submitted the inservice Inspection (ISI)
Plan for the Third 10-year interval and Requests for Altematives for Arkansas Nuclear One, Unit 1 (ANO-1). As part of the plan, Request Number 97-005 requested relief from Article IWA-5242(a) of Section XI, " Rules for Inservice inspection of Nuclear Power Plant Components,"
of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code). IWA 5242(a) states that for systems borated for the purpose of controlling reactivity, insulation shall be removed from pressure-retaining bolted connections for a direct VT-2 visual examination. Request Number 97-005 proposed an attemative, removal of the insulation and visual examinatient, of the bolted connections during refueling outages and visual eFamination of the connections following a pressure test (with a minimum four hour hold time) without removal of the insulation, for Code Class 1 and Code Class 2 systems used to control reactivity. The application of this altemative for Code Class 1 piping systems is the subject of ASME Code Case N-533, "Altemative Requirements for VT-2 Visual Examination of Class 1 Insulated Pressure-Retaining Bolted Connections, Section X:, Division 1."
The NRC staff is currently reviewing the third 10-year interval ISI plan for ANO-1 and requested additional information from you in a letter dated December 2,1997. One of the questions in the request for additionalinformation pertained to Request Number 97-005 and the application of the proposed attemative to Code Class 2 piping systems. Given that you have not yet responded to our request for additional information, the NRC staff is not prepared to grant the requested relief for the Code Class 2 systems. Approval is, however, granted to Entergy Operations, Inc., to use Code Case N-533 for Code Class 1 piping systems at ANO-1. The partial granting of Request Number 97-005 is based upon discussions with your staff and the benefits of its application during the current refueling outage for ANO-1.

that the use of Code Case N-533 should be authorized for ANO-1, for the third 10-year ISI interval or until the Code Case is approved for general use by its reference in 1.147. After that time, the use of Code Case N-533 for ANO-1 may continue with the limitations, if any, listed in RG 1.147. The e.se of Request Number 97-005 for Code Class 2 systems and the remainder of the staff's review of the ISI Plan for the third 10-year inter /al for ANO-1 will be addressed by separate correspondence.
