SUBJECT:
DRAFT STANDARD REVIEW PLAN FOR CRITICAL MASS LICENSEES FCLB is considering development of a Standard Review Plan (SRP) for critical mass licensees (other than fuel fabricators). A draft SRP was developed in 1987 for renewal applications for universities and research and development facilities. We intend to use this SRP and identify any gaps and shortcomings that need to be addressed. Therefore, if you are conducting a renewal review for a university or other critical mass licensee (non-fuel fabricator), you should apply this SRP in conducting the review, as reasonable and appropriate. Note areas where the SRP needs to be revised to reflect current licensing approaches. The information on improvements will be used in developing a new SRP sometime in the future.
The following documents are attached for your use and consideration: (1) Draft " Standard Review Plan for Renewal Applications for Special Nuclear Material Licenses for Universities and Research and Development Facilities" and (2) Draft " Guide for the Preparation of Renewal Applications for Special Nuclear Material Licenses for Universities and Research and Development Facilities."
