By letter dated December 19,1997, as supplemented on March 18,1998, you submitted a i

request for relief from the applicable ASME Code,Section XI, requirements for the qualification L

and certification of non-destructive examination (NDE) personnel for containment inspections at the Duane Arnold Energy Center (DAEC).

J The staff has reviewed and evaluated your request as documented in the enclosed safety evaluation. The staff has determined thct your proposed alternative, to use your existing practice for qualifying NDE personnel for containment inspections through the end of the j

current inspection interval, will provide qualified examiners. Therefore, the imposition of the
