CLARIFICATION OF EXTENSION REQUEST FOR GENERIC LETTER 87 02

Dear Mr. Carns:

In a letter dated July 21,1997 Northeast Nuclear Energy Company identified a relief request that was inappropriately applied to the Millstone Unit 3 docket. Specifically, by letter dated May 15,1987, the NRC granted relief to Mitistone Units 2 and 3 (Docket Nos.

50 336 and 50-423) from the 60-day reporting requirement of Generic Letter (GL) 87 02,

" Verification of Seismic Adequacy of Mechanical and Electrical Equipment in Operating Reactors, Unresolved Safety lasus." In the May 15,1987, letter, the NHC staff stated that tellet was to be Granted from the 60 day reporting requirement of GL 87 02 to utilities who are members of the Seismic Qualification Utilities Group.

Since GL 87 02 was not applicable to Millstone Unit 3, the reference to Millstone Unit 3 in the letter dated May 15,1987, was incorrect. The applicability for the May 15,1987, letter chould have been Millstone Units 1 and 2 (Docket Nos. 50 245 and 50 336). A copy of the May 15,1987, letter is enclosed for your information. We regret any inconvenience this error may have caused.

The applicability for the May 15,1987, letter should have been Millstone UrQs 1 and 2 (Docket Nos. 50 245 and 50 336). A copy of the May 15,1987, letter is enclosed for your information. I have received your letter dated April 10,1987 reovesting clarification of the 60 day reporting provisions of Generic Letter 87 02. Ln Generic Letter 87 02, the staff requested that each licensee subject to the 051 A 46 4

equipment seismic adequacy verification requirements provide a schedvie for implementation of the seismic verification within 60 days of receipt of the l,

Generic Letter.

In your letter you stated that licensees who belong to the lettmic Qualification Utility Group (50VG) will be unable to provide a schedule for it.plementation at this time because the generic implementation procedures are still under development by the SQUG and will not be finalised until the completion of several trial plant reviews.

The staff has ' reviewed your request and concluded that it is appropriate to extend the 60 day reporting provisions of Generic Letter 87 02 for 500G licensees until the generic implementation procedures are better defined and the trial plant reviews are completed. It is my understanding that the 500G generic implementation procedures should be essentially complete before October 1, 1987. By that date at least two trial plant reviews will have been completed and the generic implementation procedures sufficiently defined and reviewed by hRC staff so that licensees con plan and schedule their plant specific reviews.

All Itcensees participating in the U51 A 46 SQUG implementation program shovid provide the schedule for p ant specific implementation no later than
