SUBJECT:
NRC INTEGRATED INSPECTION REPORT NOS. 50-424/98-02 AND
50-425/98-02 AND NOTICE OF VIOLATION
Dear Mr. McCoy:
On March 7.1998, the NRC completed an inspection at your Vogtle Units 1 and 2
reactor facilities.
The enclosed report presents the results of that
inspection.
During the 6-week period, your conduct of activities at the Vogtle facility
was generally characterized by safety-conscious operations sound engineering
'
and maintenance practices, and appropriate radiological work controls.
However, one violation was identified regarding the failure to document entry
into a Technical Specification Limiting Condition for Operation (LCO) for the
Control Room Emergency Filtration System.
This violation is of concern
because it is similar to two previous violations identified in Inspection
Reports 50-424.425/97-05 and 50-424.425/97-07.
Individually, these incidents
have been of minimal safety significance.
However, the NRC expects licensee
,
management to effectively implement corrective actions to preclude repetition.

This violation is cited in the enclosed Notice of Violation (Notice), and the
circumstances surrounding the violation are described in detail in the
enclosed report.
Please note that you are required to respond to this letter
and should follow the instructions specified in the enclosed Notice when
preparing your response. The NRC will use your response, in part, to

determine whether further enforcement action is necessary to ensure compliance
with regulatory requirements.
