SUBJECT: NRC INSPECTION REPORT 50 298/9713 AND NOTICE OF VIOLATION

-. Dear Mr, Horn:
Ari NRC inspection was conducted July 28 31,1997, at your Cooper Nuclear Station
reactor f acility, with in-office inspection and followup conducted until August 14,1997.
The enclosed report preserm 'tw scope and results of that inspection. Following the
inspection, an exit meeting'and' supplemental telephonic exit meetings were held to provide
the inspection findings to your staff.

The inspection examined your program and implementation of the requirements of
10 CFR 50.36(c)(3), " Surveillance Requirements." One violation of NRC requirements was
identified. The violation involved e f ailure to initiate a problem identification and resolution

report for a test on the automatic depressurization system.
This violation is cited in the enclosed Notice of Violation (Notice) and the circumstances
surrounding the violation is described in detailin the enclosed report. Please note that you k
i
are required to respond to this letter and should follow the instructions specified in the
d

enclosed Notice when preparing your response. The NRC will use your response, in part,
l
to determine whether further enforcement action is necessary to ensure compliance with
regulatory requirements.
' Additionally, a number of surveillance administrative control deficiencies were identified.

- Although these deficiencies were not individually significant, collectively they were
indicative of a lack of attention to detailin the implementation of the surveillance program,
in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter,
its enclosure (s),:and your response will be placed in the NRC Public Document Room
(PDR).
To the extent possible, your response should not include any personal privacy, proprietary,
or safeguards information so that it can be placed in the PDR without redaction,
