SUBJECT: NRC INSPECTION REPORT 50-416/97 19 AND NOTICE OF VIOLATION
Dear Mr. Hagan:
An NRC inspection was conducted August 3 through September 6,1997, at your Grand
Gulf Nuclear Station reactor facility. The enclosed report presents the scope and results of
that inspection.
During the 6 week period covered by this inspection period, your conduct of activities at
the Grand Gulf f acility was generally characterized by safety-conscious operations, sound
engineering and maintenance practices, and careful radiological work controls. However,
the inspection identified three violations involving the failure to follow system operating
procedures, failure to maintain design control, and failure to have controls to ensure the
required separation of non-Class 1E cables from Clas* 1E cables.
During the extt meeting for this inspection, you presented information related to the
violation for failure to maintain design control of the battery racks. While we recognize
your position that the racks were subsequently determined to be in a seismically
acceptable configuration, we consider the regulatory perspective in this . report to be
appropriate. This is based on the f act that the manuf acturer drawing used to construct the
rack that was seismically tested and the current manufacturer drawing for the rack both
show no gap between the cells and the end rails of the safety-related batteries. We
believe this establishes compelling proof that the approved design did, and still does,
require the battery rack to encase the batteries, as shown on the drawings.
These violations are cited in the enclosed Notice of Violation (Notice) and the
circumstances surrounding the violations are described in detailin the enclosed report.
Please note that you are required to respond to this letter and should follow the
instructions specified in the enclosed Notice when preparing your response. The NRC will )
use your response, in part, to determine whether further enforcement action is necessary
