Thank you for your letter dated August 21, 1997. I understand that you disagree with some of the conclusions stated in the letter I received from Mr. Marvin M. Mendonca of the Office of Nuclear Reactor Regulation of the U S.

Nuclear Regulatory Commission (NRC). Mr. Mendonca'a letter, dated July 31, 1997, was in response to my letter dated June 9,

1997 and was attached to a letter I sent to Ms. Patricia Borchmann regarding her concerns at SONGS.

l Please note that the NRC has exclusive jurisdictional authority over the discharge of radioactive wastes subject to the Atomic Energy Act, and over seismic safety at SONGS.

However, I share your concerns for the environment and for adequate seismic safety measures at SONGS.
