NRC INTEGRATED INSPECTION REPORT 50-369/98-02 AND 50-370/98-02
Dear Mr. Barron:
On March 7, 1998, the Nuclear Regulatory Commission (NRC) completed an
inspection at your McGuire 1 and 2 reactor facility. The enclosed report
presents the results of that inspection.

During the six-week aeriod covered by this inspection, your conduct of
activities at the Mc3uire facility was generally characterized by safety-
i
conscious operations, sound engineering and maintenance practices, and careful
radiological work controls. -However, a violation of.NRC requirements was-
!
identified and is cited in the enclosed Notice of Violation (Notice). The
circumstances surrounding the violation are described in detail in the
i
enclosed report.
Please note that you are required to respond to this letter
o
'
and should follow the instructions specified in the enclosed Notice when
'
preparing your response. The NRC will use your response, in part to
determine whether further enforcement action is necessary to ensure compliance
with regulatory requirements.
The report also discussed your response to a significant Unit 1 event
involving multiple dropped control rods during full power operation.
During
this review, a weakness was identified involving ambiguity in the abnormal

operating procedure guidance provided to operators for response to the subject
event. Although your analysis of this event concluded core o

parameters were not exceeded, the need for improved guidance /perating safety
training for
.
_ operators'was recognized by your staff for this atypical event.
