Request For a Cost Estimate From Public Service Electric and Gas Company For the Installation of Additional Circuitry at the Hope Creek Power Generating Plant EOF and Permission to Use Site and Company Property For Contingency Telecommunications i
In the event of an emergency at a nuclear station, the NRC would request the Boise Interagency Fire Center (BIFC) to be dispatched to the site with radio equipment for. promptly establishing an off-site communications network between the Emergency Operations Facility and the Federal ofi'-site monitoring team.
To accomplish this goal, the NRC had a communications survey conducted by BIFC for each site nationwide.
This survey identified the requirements for emergency radio-communication and any pre-installed equipment that would be necessary.
The communications survey was conducted at the Hope Creek facility by an NRC contractor rr.presentative on May 8,1985.
Based on this survey. NRC Region I is now initiating arrangements for the installation of contingency emergency telecommunications equipment at the Hope Creek site. - We are seeking your cooperation and assistance in establishing this' capability.
Your assistance is requested to obtain (1) a cost estimate for the installation of additional telephone circuits in the Emergency Oper-ations Facility'(EOF), and (2) permission for the NRC to install temporary antennas during emergencies, or as described below. The circuits and antenna locations are essential elements of our emergency telecommunications plan for the Hope Creek site.
It shoulci be noted that communications equipment, other
' than the additional telephone circuits necessary. to support them, will only be installed at the communications sites in the event of an actual emergency or NRC participation drill /hnd will be removed immediately at the termination of the emergency or drill /

and material to perr,anently establish three pair of shielded twin lead circuits from the NRC " locker" in the E0F to the base of the microwave tower located on the parking lot side of the E0F, If telephone circuits are used for any part of these circuits, they should be "hard wired" through any telephone switching circuits to inpre that they function regardless of switch loading. These lines should ye terminated at both ends with WE-742 connectors and should be marked.for N5'C Emergency use Only.
The tower terminations should be enclosed in'a weatherproof box to protect them from the elements.
