Enclosed is a copy of the final exercise report for the January 29, 1998, partial-participation plume exposure pathway exercise of the offsite radiological emergency response plans site-specific to the Brunswick Nuclear Power Plant.

This report addresses the evaluation of the plans and preparedness for the State of North Carolina and the counties within the 10-mile Emergency Planning Zone.

The State of North Carolina, the risk counties of Brunswick and New Hanover County participated in the exercise.

The final exercise report was prepared by the Federal Emergency Management Agency Region IV staff.

Copies of this report will be forwarded to the State of North Carolina, FEMA Headquarters, and NRC Headquarters by my staff.

There were no Deficiencies identified during the exercise.

There was, however, one prior unresolved Area Requiring Corrective Action 08-96-30-A-02 that remains unresolved after this exercise.

Based on the results of the January 29, 1998, exercise, the offsite radiological emergency response plans and preparedness for the State of North Carolina and the affected local jurisdictions site-specific to the Brunswick Nuclear Power Plant can be implemented and are adequate to provide reasonable assurance that appropriate measuros can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site.
