NRC INSPECTION REPORT 70 7002/97005(DNMS) AND NOTICE j OF VIOLATION

Dear Mr. Miller:

i On August 10,1997, the NRC completed a routine resident and a radiation protection

program inspection at your Portsmouth Gaseous Diffusion Plant The enclosed report presents the results of that inspection. The results of our inspection over a six week period covered by the enclosed report indicate that the facility was operated in a safe manner.

Two violations of NRC requirements were identified during the inspection period The violation with regards to the non-compliance with the nuclear criticality safety approval; iequirements indicates continued lack of rigor of your control of equipment containing deposits with greater than safe mass, in addition, the use of work instructions to perform complex safety-related maintenance work is a concern because the practice bypasses your procedure review process.

The violations are cited in the enclosed Notice of Violation (Notice) and the circumstances surrounding the violations are described in detailin the enclosed report You are required to respond to this letter and should follow the instructions specified in the enclosed Notice when preparing your response. The NRC will use your response, in part, to determine whether further enforcement action is necessary to ensure compliance with regulatory requirements, in accordance with 10 CFR'2.790 of the NRC's " Rules of Practice" a copy of this letter, /
