(TAC NOS. M93676 AND M98677) a
Dear Mr.' Morey:
C By letter April 29,1997, and supplemented by letter dated July 25,1997, Southem Nuclear Operating Company, Inc. (SNC), requested relief from the requirements of IEEE 279-1971, L
Section 4.7.3 for the Joseph M. Farley Nuclear Plant (Farley). Specifically, you requested i.
approval of interim administrative controls of steam generstor water level control (SGWLC) channels that provide reactor trip system actuation signals in conformance with the requirements of 10 CFR 50.55a(a)(3) to resolve the design deficiency identified by the i
. Westinghouse Electric Corporation in Nuclear Safety Advisory Letter (NSAL) 96 004, dated-LAugust 14,1996. These interim controls will be in placa until the necessary control / protection system design hardware changes can be implemented. Farley pians to be in compliance prior to Mode 3 entry following the Unit i 16th refueling outage (spring 2000) and Unit 214th r
. refueling outage (spring 2001).
The NRC staff has reviewed the information provided in your relief request and concludes that the proposed interim administrative controls of SGWLC avoid hardship or unusual difficulty that -
would be required to implement design changes to meet the requirements of IEEE 279-1971, Section 4.7.3 without a compensating increase in the level of quality and safety. The proposed Interim administrative controls are authorized pursuant to 10 CFR 50.55a(3)(ii), in lieu of r
meeting the single failure requirements of IEEE 279-1971 until the steam generator il replacement outages, which are scheduled for spring 2000 for Unit 1 and spring 2001 for Unit 2.
The NRC staff's evt.'uation and conclusion are provided in the enclosed Safety Evaluation.
