CRYSTAL RIVER NUCLEAR GENERATING PLANT UNIT 3 - WITHDRAWAL OF REMAINING CHANGES PROPOSED IN THE 18 T0 24-MONTH SVRVEILLANCE EXTENSION SUBMITTAL (TAC NOS. M92551 AND M96315)

Dear Mr. Anderson:

On February 13, 1996, the Commission issued Amendment No. 152 and approved Technical Specifications (TS) changes to extend the 18-month instrument surveillance interval for certain instrumentation systems to a 24-month interval.

In its safety evaluation (SE) associated with the license amendment, and by letter dated August 15, 1996, the staff indicated that certain changes which were not related to the surveillance-interval extension request will be addressed in a new Technical Assignment Control (TAC) No.

M96315.

By letter dated July 21, 1997, you withdrew your request for the TS changes which were not related to the surveillance interval extension ~ request.

Accordingly, we have stopped our review effort under the TAC No. M96315 and the TAC is closed.

Your July 21, 1997 letter as supplemented on August 26, 1997, provided certain clarifications to our SE associated with license amendment no.152, These clarifications were related to consideration of manufacturer-provided and as-found drifts in determining whether the surveillance intervals could be extended from 18 to 24 months, and the Instrument Drift Program for future monitoring of the drift data. We have reviewed your clarifications and find them acceptable. Accordingly, our February 13, 1996 SE, as clarified by your July 21, and August 26, 1997 letters, and this letter will form the SE for the license amendment no. 152.
