SUBJECT:

NRC INTEGRATED INSPECTION 50-333/97-10 AND NOTICE OF VIOLATION

Dear Mr. Colomb:

I

On February 22,1998, the NRC completed an inspection at your FitzPatrick Power Plant.

During the inspection period, your conduct of activities at the plant were generally

characterized by safe plant operations. However, during maintenance activities, you

disabled one channel of the radiation monitor system, which impacted a train of the

standby gas treatment system (SBGTS) system while the other train was out of service for

maintenance. This error was attributed, in part, to procedure inadequacies and human

performance weaknesses with respect to tne adequacy of a Technical Specification review

and indicates that continued attention is warranted to improve work control activities.

Based on the results of this inspection, the NRC concluded that the failure to take proper

actions associated with the SBGTS maintenance was a violation. This violation is cited in

the enclosed Notice of Violation, and the circumstances surrounding the violation are

described in detailin the enclosed report. Please note that you are required to respond to

this letter and should follow the instructions speci6ed in the enclosed Notice when

preparing your response. The NRC will use your response, in part, to determine whether

further enforcement actions are necessary to ensure compliance with regulatory

requirements,

in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter

and its enclosures will be placed in the NRC Public Document Room.
