Dear Dr. Jackson:

It has become apparent to many of us living in Connecticut that the creation of a Safety Conscious Work Environment (SCWE) at the Millstone Power Station has a long way to go before Unit III can be approved for restart. While some progress has been made to date, there remain many areas of concem.

Little Harbor Consultants (LHC), the independent overseer of the work environment at Millstone Station, reported to you and your fellow commissioners at the December 12th,1997 meeting. In their f

presentation they used a color-coded indicator system to display Northeast Utilities'(NU) SCWE status. Green indicates the " program meets expectations", yellow means " requires management action" and red indicates " exhibits significant weakness" We disagree with LHC's belief that si steady indication ofyellow or " requiring management action" is good enough for Millstone Unit III to restart. Safety Conscious Work Environments at nuclear reactors cross the country should be held to higher standards than " requiring management action". This is eyecially true for NU, given management's decade long histmy of brassment and intimidation of workers which led to Millstone's current demise.

Little Harbor Consultants reported to you at the same meeting that fifteen out of sixteen attributes associated with a successful safety conscious program either require further management action, or exhibit significant weakness. A program that meets expectations in only one of sixteen attributes is clearly failin January 8th, g to achieve even minimal success. This lack of progress concerns 1998 media announcement that that they were physically ready to restart and their intention to obtain commission approval for restart in March.

Little Harbor Consultants appears to have been diligent and thorough in their investigations regarding NU's SCWE. We believe however that at the December 12th commission meeting they downplayed the seriousness of their findings. It is our hope that incidents such as: the harassment and firings ofindividuals in the Motor Operated Valve group; NU's failing to recognize, let alone mitigate, the chilling effect of the Training Department disciplinary action the ten individuals from the Nuclear Oversight department filing charges through the Employee Cencems Office; and the fact

that over fifty percent of employees who use the Employee Concems Program indicated that they would not use it again, have all been duly noted by the commission. These incidents and others that s

have occurred as recently as the latter portion of 1997 are red flags.
