Dear Dr. Jackson:

As the discussion about the potential restart of Millstone 3 becomes more intense, we have been receiving copies ofletters to you expressing concem from some members of the community and other experts about issues relating to the restart. We know that you have dedicted an enormous amount of time to this, and we respect your work. We are also extremely pleased that you will be coming to Connecticut on February 2,1998, to tour the facility and meet with the public. Your availability to the citizens of our State is greatly appreciated.

Below is an outline of some of the issues raised in the letters we have received. We are requesting your response to them.

In a letter dated January 6,1998, to you and other commissioners, David Lochbaum of the Union of Concerned Scientists expressed concern that the process for detenniring when Millstone Unit 3 can be restarted lacks clearly defined criteria, making it vulnerable to subjectivity. The Union of Concerned Scientists recommends the publication of objective criteria. The Union of Concemed Scientists also recommends that your agency require additional system assessments before setting a restart date for Unit 3.

In a letter to you dated January 12,1998, the Citizens Awareness Network details a list of concerns about the seriousness of the findings of Little Harbor Consultants conceming The Safety Conscious Work Environment at the Millstone Power Station. The tener points to incidents such as: the " harassment and firings ofindividuals in the Motor Operated Valve group; Northeast Utility's failing to recognize, let alone mitigate, the chilling effect of the training department disciplinary action; the ten individuals from the Nuclear Oversight m

department filing charges through the Employee Concems Office; and that the fact that over l

fifty percent of employees who use the Employee Concerns Program indicated that they would not use it again."

Finally, in a detailed letter to you dated Januvy 7,1998, the Citizens Regulatory Commission raises numerous areas of concern relating to the Independent Corrective Action Verificatien Program performed by Sargent & Lundy and the single system "Out of Scope",

independent review perfortned by your staff.
