REQUEST FOR ADDITIONAL INFORMATION REGARDING REVISION 19 TO THE NORTHEAST UTILITIES QUALITY ASSURANCE PROGRAM (NUQAP),

MILLSTONE NUCLEAR POWER STATION, UNITS 1,2, AND 3 (TAC NOS.

M95739, M95740, AND M95741)

Dear Mr. Bowling:

In proposed Revision 19 to the NUQAP submitted on June 3,1997, Northeast Nuclear Energy Company (NNECO) identified the role of the Yankee Atomic Electric Company (YAEC) as a contractor to Nuclear Materials and Document Management (NMDM) for the following activities:

(1) vendor audit function and retention of associated records (NUQAP Section 7.2.1 - Vendor Qurlifications), (2) vendor source inspection function (NUQAP Section 7.2.2 - Source inspection), and (3) reporting of vendor audit results (NUQAP Section 18.0 - Audits).

In light of the December 1,1997, acquisition of i.4EC assets by Duke Engineering and Services (DE&S), please provide information on the following:

(a) Describe the current role of YAEC with respect to activities described in the NUQAP approved by the NRC.

(b) Discuss whether NNECO has evaluated the DE&S purchase of YAEC with respect to the organizationai requirements of Appendix B to 10 CFR Part 50 and 10 CFR Part 21 requirements. Specifically, address (1) interfaces between the YAEC and DE&S organizations with respect to NNECO's process for approval of suppliers, and (2) whether YAEC still exists as an organization conducting its activities under a 10 CFR Part 50, Appendix B, Quality Assurance (QA) program, which has been reviewed and approved by NNECO.

(c) Provide the rationale for concluding that the QA program functions previously performed by YAEC, that would now be performed by DE&S, would continue to satisfy the provisions in the NUQAP.
