Gentlemen:

This refers to the construction inspection conducted by Messrs. l

D. L. Kelley and P. C. Wagner of the Comanche Peak Project

!

Division during the period March 1 through April 30, 1987, of

activities authorized by NRC Construction Permits CPPR-126 and ,

CPPR-127 for the Comanche Peak Steam Electric Station, Units 1 l

'

and 2, and to the discussions of our findings with Mr. L. D. Nace

and other members of your staff during and at the conclusion of

the inspection. j

Areas of construction examined during the inspection included the l

installation of electrical penetration assemblies in Unit 1 and l

Unit 2. The inspection consisted of selective examination of

procedures and representative records, interviews with personnel,

and observation by the inspectors. These findings are documented

in the enclosed inspection report.

During this inspection, certain of your activities appeared to be

in violation of NRC requirements. These apparent violations are

being reviewed for potential escalated enforcement action. An

enforcement conference to discuss the facts of these items has

been scheduled for July 6, 1987, at 2:00 pm in your conference

room. You will be notified in subsequent correspondence as to

the resolution of these findings.

In accordance with 10 CFR'2.790 of the Commission's regulations,

a copy of this'1etter and the enclosed inspection report will be

placed in the NRC Public Document Room.
