Gentlemen:

This refers to the special inspection conducted by Robert DeFayette and

Leonard G. McGregor of this office on May 29, 1987, of activities at Davis-Besse

Nuclear Power Station, Unit 1, authorized by NRC Operating License No. NPF-3

-and to the discussion of our findings with you and other members of your staff

at the conclusion of the inspection.

'The inspection consisted of interviews with selected employees to determine

if a shift supervisor had been sleeping while on duty, as . reported, and the-

circumstances surrounding the incident. The enclosed inspection report

documents our findings that the individual was sleeping or dozing for a

short' period of time and our conclusions as to why this happened.

It also

concludes that, based on our findings, this appears to be an isolated event

that had minimal impact on the safe operation of the reactor which was in

cold shutdown at the time.

We recognize that your internal investigation and report relating to this

incident has not been completed, and that you transmitted to us by letter

dated May 29,'1987, actions which you have taken based upon the preliminary

results of your investigation. We also. understand that you will provide us

a final report of the results of your investigation after it is completed

and final corrective actions which you have taken or will take to prevent

recurrence.

If you believe this will take more than 30 days from the

date of this letter, please contact us immediately.

Our investigation did not identify any specific violations of NRC requirements

regarding staffing requirements although it did identify a violation of the

Davis-Besse Procedure on the use of overtime. That violation is discussed in

Inspection Report No. 346/87008. However, we are extremely concerned about

the events or conditions which caused or allowed-this event to happen and

about the reluctance of the staff to wake up the sleeping shift supervisor.

We request that your response address actions you will take to correct this

problem.

Furthermore, we have become aware of the reluctance of some senior

licensed personnel to accept the position of shift supervisor. This obviously

-is a major cause of your shortage of shift supervisors.

request that your investigation include an analysis of.these problems and your

plans for resolving them.

Recognizing that this part of the investigation may

take a longer time than what is needed to investigate the immediate cause of

the event, your response to this part of this letter will not be required

immediately. We request that you contact Region III and work out a mutually

acceptable time.

In accordance with'10 CFR 2.790 of the Commission's regulations, a copy

of this letter and the enclosed inspection report will be placed in the

NRC Public Document Room.

We will gladly discuss any questions you have concerning this inspection.
