Southern California Edison Co.

Subject:
PROPOSED IMPOSITION OF CIVIL PENALTIES - $100,000 This is to inform the Commission that a Notice of Violation and Proposed Imposition of Civil Penalties in the amount of One Hundred Thousand Dollars
($100,000) will be issued on or about June 25, 1987 to Southern California Edison Co. This action is based on (1) several examples of the licensee's failt.re to control byproduct material, in that such material was released to unrestricted areas; (2) an overexposure; and (3) the failure to report an overexposure in a timely manner. These violations indicate significant weaknesses in the management oversight and control of the ifcensee's health physics program, in particular its dosimetry tracking system and its radiation control systen.
It should be r. tad that the licensee has not been specifically informed of the enfert ement action. The Regional Adniinistrator has been authorized by the Deputy Executive Director for Regional Operations to sign this action. The schedule of issuance and notification is:
Mailing of Notice June 25, 1987 Telephone Notification of Licensee June 25, 1987 A news release has been prepared and will be issued after the licensee receives the Notice. The State of California will be notified.
The licensee has thirty days from the date of the Notice in which to respond.
Following NRC evaluation of the response, the civil penalty may be remitted, I
mitigated, or imposed by Order.
