DPR-71 & DPR-62 REQUEST FOR LICENSE AMENDMENT SPENT FUEL STORAGE CAPACITY Gentlemen:

SUMMARY

In accordance with the Code of Federal Regulations, Title 10, Parts 50.00 and 2.101,

. Carolina Power & Light Company hereby requests a revision to the Technical Specifications for the Brun'swick Steam Electric Plant, Units 1 and 2. The proposed amendment to Specification 5.6.3 deletes reference to the storage capacity of the spent fuel pool. Instead,_the maximum number of fuel assemblies allowed to be stored is specified.

DISCUSSION

.I&E Inspection Reports Nos. 50-325/87-03 and 50-324/87_-03, dated March 30,1987 (CP&L's response to IR 87-03 was submitted on April 29, 1987), identified a discrepancy between the as-built configuration of.the BSEP-2 spent fuel pool and Technical Specification 5.6.3. Currently, Specification 5.6.3 states:

The fuel storage pool is designed and shall be maintained with a storage capacity limited to no more than 144 PWR fuel assemblies and 1839 BWR fuel assemblies.

The BSEP-2 spent fuel pool has storage capacity for 160 PWR fuel assemblies; however, in accordance with the intent of Specification 5.6.3, the number of PWR fuel assemblies stored in the pool is limited to 144. The additional 4 x 4 PWR storage rack provides the capability to shuffle PWR fuel. This capabi'lity is required to support the installation of

high-density BWR fuel storage racks, as approved by.the NRC on December 15,1983.

. The Company currently anticipates completion of these modifications prior to BSEP-2 Reload 7, currently scheduled to begin in January 1988.

The proposed amendment deletes the words "a storage capacity limited to" from Specification 5.6.3. This revision limits the number of fuel assemblies that may be stored in the spent fuel pool rather than the number of available storage spaces in the spent fuel pool. The revision to Specification 5.6.3 fulfills the intent of the specification while allowing needed operational flexibility. The BSEP-1 specification is also being i

revised to maintain consistency in the accounting method for spent fuel assembly storage in each unit's spent fuel pool. This change will avoid possible operator confusion that

could result from limiting the maximum number of stored spent fuel assemblies for one unit and limiting the total storage capacity of the spent fuel pool for the other unit.

The Company has reviewed this request'and determined that it does not af fect the criticality analysis, the thermal analysis, the seismic analysis, or the rack material analysis performed for the spent fuel pool.

SIGNIFICANT HAZARDS ANALYSIS The Commission has provided standards in 10CFR50.92(c) for determining whether a significant hazards consideration exists. A proposed amendment to an operating license for a facility involves no significant hazards consideration if operation of the facility in accordance with the proposed amendment would not: (1) involve a significant increase in the probability or consequences of an accident previously evaluated;(2) create the possibility of a new or different kind of accident from any accident previously evaluated; or (3) involve a significant reduction in a margin of safety. Carolina Power & Light Company has reviewed this request and determined that:

The proposed amendment does not involve a significant increase in the probability or consequences of an accident previously evaluated because the number of assemblies permitted to be stored in each spent fuel pool is not changed. The spent fuel pool criticality, thermal, seismic, and rack material analyses are not affected by the proposed amendment.

The proposed amendment does not create the possibility of a new or different kind of accident from any accident previously evaluated because no aspect of j

i plant operation will be altered as a result of the change. As stated above, the total number of fuel assemblies allowed in each spent fuel pool remains the same.

The proposed amendment does not involve a significant reduction in the margin of safety. The Company has reviewed this request and determined that it does not affect the criticality analysis, the thermal analysis, the seismic analysis, or 1

the rack material analysis performed for the spent fuel pool. As such, the I

margin of safety is unaffected.

Based on the above reasoning, Carolina Power & Light Company has determined that the proposed amendment does not involve a significant hazards consideration.

ADMINISTRATIVE INFORMATION l

The revised BSEP-1 and BSEP-2 Technical Specification pages are provided in Enclosures 1 and 2. The Company has evaluated this request in accordance with the J

provisions of 10CFR170.12 and determined that a license amendment application fee is required. A check for $150 is enclosed in payment of this fee. Carolina Power & Light Company anticipates continued use of the additional 4 x 4 BSEP-2 PWR storage rack pending approval of this request.
