Dear Mr. Wood:

By letter dated April 6,1998, you requested NRC approval to allow installation of machine-welded steam generator (SG) tube plugs at the Davis-Besse Nuclear Power Station, Unit No.1, in accordance with the provisions of Paragraph IWB-4230, " Tube or Tubesheet Hole Plugging by Fusion Welding," of Section XI, " Rules for Inspection of Nuclear Power Plant Components," of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel 1 Code, 1989 Edition. -

The NRC staff has completed its evaluation of your request, as documented in the enclosed memorandum. You may utilize the provisions of Paragraph IWB-4230 of Section XI of the ASME Code,1989 Edition, for the installation of machine-welded SG tube plugs, provided all related requirements of the respective edition of the Code are met. This approval applies to plug installation during the current (11th) refueling outage and to future outages.
