SUBJECT: NRC INSPECTION REPORT 50-313/98-13; 50-368/98-13 AND NOTICE OF
VIOLATION
Dear Mr. Hutchinson:
From March 30 through April 3,1998, a radiation protection inspection which focussed on your
Unit 1 outage was conducted at your Arkansas Nuclear One, Units 1 and 2 reactor facilities.
The enclosed report presents the scope and results of that inspection.
Three violations of radiation protection requirements were identified during the inspection. The
violations involved the failure to: (1) include proper radiological conditions on radiation work
permits; (2) implement procedures consistent with 10 CFR 20; and (3) perform radiological
surveys.
These violations are cited in the enclosed Notice of Violation (Notice) and the circumstances
surrounding the tiolations are described in detailin the enclosed report. Please note that you
are required to respond to this letter and should follow the instructions specified in the enclosed
Notice when preparing your response. The NRC will use your response, in part, to determine
whether further enforcement action is necessary to ensure compliance with regulatory
requirements.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, its

enclosure (s), and your response will be placed in the NRC Public Document Room (PDR).
