0 RE0 VEST FOR ADDITIONAL INFORMATIQH PROPOSED AMENDMENT TO REVISE THE ALLOWED TOLERANCE OF THE REACTOR COOLANT SYSTEM (RCS) VOLUME 1. On page 1 in the safety evaluation of the August 14, 1997, a> plication, it states that the current analysis of record accounts for tie reduction in RCS volume associated with 10% (steam generator) tube plugging with the exception of the uncontrolled boron dilution ovent. However, in HL&P's application for nuclear fuel upgrade to Vantage 5 Hybrid fuel type, dated May 27, 1993 (which assumed 10% tube plugging in the transient and accident analyses), on page 38 of the safety evaluation, Section 4.2.3.4.5, titled " Chemical and Volume Control System Malfunction that Results in a Decrease in Boron Concentration in the Reactor Coolant," there is discussion on boron dilution events. Plea:e explain this apparent discrepancy. 2. What is the time to criticality following a postulated boron dilution event using (1) the previous analysis with the old volume value (the value currently in Technical Specification 5.4.2), and (2) the current analysis of record with the proposed new volume value (which accounts for the reduction in RCS volume associated with 10% tube plugging, as proposed in the application). 1 t + \\ ENCLOSURE ~ ______}}
