SUBJECT:
SAFETY EVALUATION REPORT: POSSESSION LIMIT APPLICATION DATED AUGUST 30,1999 -
BACKGROUND By application dated August 30,1999, which superseded an application dated August 16,1999, NIST requested a license amendment to establish a 15-curie possession limit for lodine-125 (1-125) in sources sealed in titanium or stainless steel.
DISCUSSION NIST performs calibration services for byproduct material licensees at its Gaithersburg location.
A brachytherapy manufacturer recently approached NIST to calibrate 3-curie sources of I-125 sea'ed in titanium or stainless steel. Since NIST expects to have multiple sources at its facility, the licensee requested a possession limit of 15 curies of I-125.
The requested materials are sources sealed in titanium or stainless steel and will be used in accordance with radiation control mechanisms described in NIST's Materials License Document,
~ dated June 19,1997. The staff reviewed the licensee's request and determined that a possession limit of 15 curies of I-125 would not result in significant radiological impact. The licensee's currently approved organization and radiological safety procedures are adequate to i
protect the health and safety of the personnel.
CATEGORICAL EXCLUSION l
Based on the information submitted by NIST, the staff has determined that the criteria in 10 CFR 51.22(c)(14)(viii) for a categorical exclusion has been met. Therefore, neither an environmental assessment nor an environmental impact statement is necessary for this proposed action.
CONCLUSION Based on the above discussion, the staff concludes that the amendment can be issued authorizing the possession limi; of 15 curies for 1-125 in cealed source form without undue risk to the workers, public, or the environment. Therefore, approval of the application is recommended.
The Region I staff has no objection to this licensing action.
