Dear Mr. Sumner:
On February 7.1998, the NRC completed an insaection at your Hatch facility.
The enclosed report presents the results of t1at inspection.
In addition, the
,
!
results of an engineering inspection conducted at your corporate headquarters
in December 1997 are included.
During the 6-week aeriod covered by this inspection report, your conduct of
activities at the latch facility was generally characterized by safety-
conscious operations, sound engineering and maintenance practices, and careful
radiological work controls.
The violations are cited in the enclosed Notice of Violation (Noticey, and the
.
circumstances-surrounding the violations are described in detail in the
enclosed report.
We are concerned about the violations and weaknesses
associated with the identification of debris having low-level contamination
unconditionally released to your onsite landfill. . Such releases could lead to
unnecessary personnel exposure or contamination.
Your response should
address, in detail, the adequacy of program guidance, management oversight.
- and survey documentation for the identified event.
~ Please note that you are required to respond to this letter and should follow
the instructions ~ specified in the enclosed Notice when preparing your
response. The NRC will use your response, in part, to determine whether
further enforcement action is necessary to ensure compliance with regulatory
requirements.
