1 ACCEPTANCE REVIEW OF THE TROJAN NUCLEAR PLANT l

SUBJECT:

REVISED LICENSE TERMINATION PLAN My staff has performed an acceptance review of the Trojan Nuclear Plant License (TNP) l Termination Plan (LTP) submitted by letter dated August 5,1999. Based on our review, we have determined that the licensee has provided suf6cient information for us to proceed with our l detailed technical review.

-In the LTP, the licensee has indicated that screening derived concentration guideline levels I (DCGLs) will be used in the final status survey However, in the LTP the licensee has also stated I

that these screening DCGLs may be replaced by site-specific DCGLs,if the screening values prove too restrictive. The licensee did not provide specific information in the LTP oa how such site-specific DCGLs would be established. The use of site-specific DCGLs, although an option available to the licensee, will require more supporting documentation and is likely to change the level of rigor in our review. Accordingly. we raay need mcre than one round of questions to resolve this issue. Further. in order for the li.ensee to establish site-specific DCGLs after we

. approve the LTP, may require a license amendment. We are accepting the LTP for detail review based on the licensee using t' areening DCGLs provided in their document. I recommend that we contact the licensee to try to avoid any confusion on this matter. In accordance with manageraent directives on streamlining license reviews we would like to avoid multiple rounds of request for additional information, therefore, it is important that the licensee be made aware of the type ofinformation that would be needed to support the establishment of

. site-specific DCGLs.
