In his comments, Commissioner Diaz requested that an updated and complete written assessment accompany the agreement when it is submitted to Congress.
During review of the draft staff requirments memorandum, a majority of the Commission did not support incorporation of this request in the SRM.
All Commissioners agreed to the text of the SRM issued on May 5,1998.
