During' the Nuclear Regulatory Commission (NRC) inspection conducted on
{
June 1-5, 11, 12 and 15, 1987, a violation of NRC requirements was identified.
The violation involved failure to calculate lower limits of. detection for plant
' effluents' according to plant technical specifications'.
In accordance with the
" General Statement of Policy and Procedure for NRC Enforcement Actions,'E
-i 10 CFR Part 2,' Appendix C (1986), the violation is listed'below:
Technical Specifications 4.15.1.1 (Unit 1) and 4.11.1.1.1 (Unit 2) i require that radioactive liquid effluents shall be sampled and analyzed according to the sampling analyses programs of' Tables 4.15.1 (Unit 1).

Specification 4.16.1.

1 Technical Specification Table.4.16.1-1 (Unit 1) requires that the " delta T" used in the LLD equation be defined as the elapsed time between the midpoint of the sample collection period and the time of counting for plant effluents.
Contrary to the above, the licensee's methodology to calculate effluent LLD's was incorrect in that the elapsed time, " delta T," was calculated using the end' point of the sampling period instead of the midpoint.
