Georgia. Power Company Docket Nos.: 50-321 and 50-366 Hatch Nuclear Plant License Nos.:- DPR-57 and NPF-5 j I

L During' the Nuclear Regulatory Commission (NRC) inspection conducted on '

{

June 1-5, 11, 12 and 15, 1987, a violation of NRC requirements was identified.

The violation involved failure to calculate lower limits of. detection for plant

' effluents' according to plant technical specifications'. In accordance with the

" General Statement of Policy and Procedure for NRC Enforcement Actions,'E -i 10 CFR Part 2,' Appendix C (1986), the violation is listed'below:

Technical Specifications 4.15.1.1 (Unit 1) and 4.11.1.1.1 (Unit 2) .

i require that radioactive liquid effluents shall be sampled and analyzed .

according to the sampling analyses programs of' Tables 4.15.1 (Unit 1). j and 4.11.1-1 (Unit 2). Footnotes to Tables 4.15.1-1 and 4.11.1-1 define j the lower limit of detection -(LLD) per Table . 4.16.1-1 .(Unit .1)  ;

Specification 4.16.1. '

Technical Specifications 4.15.2.1.2 (Unit 1)-- and 4.11.2.1.2 " (Unit 2) require :that dose rates due .to radioactive materials other than noble ~

. gases in gaseous effluents shall be determined by obtaining representative. i samples and performing analyses in accordance with the sampling and analysis program specified 'in Tables 4.15.2-1 (Unit 1) and 4.11.2-1 (Unit 3

1 Technical Specification Table.4.16.1-1 (Unit 1) requires that the " delta T" used in the LLD equation be defined as the elapsed time between the midpoint of the sample collection period and the time of counting for I plant effluents. l Contrary to the above, the licensee's methodology to calculate effluent LLD's was incorrect in that the elapsed time, " delta T," was calculated using the end' point of the sampling period instead of the midpoint. .l This is a Severity Level V violation (Supplement IV). l l
