Dear Mr. Olivier-On November 7,1996, Boston Edison Company informed the staff that they plan to implement Enhanced Option I-A (E1 A) at their Pilgrim power plant without adding any new Technical Specifications (TS). Their proposal does not allow for planned operation in the restricted region.

Unplanned operation in the restricted region will be limited to the time it takes to either exit the region or shutdown the plant. This is controlled by TS 3.11.D (Power / Flow Relationship During Power Operation) which is currently being used at the plant.

Pilgrim will still install all of the E1 A hardware in accordance with the approved generic solution described in reference 1. The Flow Control Trip Reference (FCTR) card will control the restricted and exclusions regions by either signaling a rod block alarm or issuing a scram signal, respectively. These are the features of the solution which are designed to protect the Safety Limit Minimum Critical Power Ratio (SLMCPR) One design feature of the FCTR card that Pilgrim did nct address in the November 1996 letter is its ability to use one of two sets of trip reference functions. In a February 5,1998, confert.nce call Pilgrim committed to incorporate the alternative trip reference set points into the Core Operating Limits Report (COLR) and to administratively control their use. This is acceptable to the sta'f because the attemative trip reference set points are operating limits and can, therefore, be included in the COLR.

The Period Based Detection System (PBDS)is part of the solution designed to provide the operators with an indication of a reduction in the margin to instability and, as such, is a defense-in-depth feature. There is a proposed TS associated with the PBDS which is applicable to planned operation in the restricted region and operation, planned or unplanned, in the monitored region. Because Pilgrim will not intentionally operate in the restricted region, Pilgrim's proposal to administrative!y control the PBDS by adding a discussion ofits features and use to the plant FSAR is consistent with the intent of the PBDS implementation.
