NOTICE OF VIOLATION Carolina Power and Light Company Docket No. 50-325 Brunswick 1 License No. DPR-71 ,

1 During'the Nuclear Regulatory Commission (NRC) inspection conducted on May 5-31, 1987, a violation of NRC requirements was identified. The violation involved failure to establish initial conditions required by the integrated leak rate procedure. Fuses for High Drywell Pressure Instrument were not pulled as required. In accordance with the " General Statement of Policy and Procedure {

for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the violation is listed below:

1 Technical Specification 6.8.1.c requires that written procedures shall be .

established, implemented, and maintained covering surveillance and test )

activities of safety 'related equipment. Procedure Test, PT-20.5, g Integrated Primary Containment Leak Rate Test, implements Technical ]

Specification 6.8.1.c for the primary containment. PT-20.5, section VI, Initial Conditions, step DD, requires that the high drywell pressure' instruments be defeated.

Contrary to the above, one high drywell pressure instrument,1-E11-N011A, was not defeated. On May 18, 1987, the above instrument did not have its fuse removed during performance of PT-20.5. l

This is a Severity Level IV violation (Supplement I).

l Pursuant to the provisions of 10 CFR 2.201, Carolina Power and Light Company is l- hereby required to submit to this office within thirty days of the date of the  :

letter transmitting this Notice, a written statement or explanation in reply, l including (for each violation): (1) admission or denial of the violation,  ;

l (2) the reasons for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time. 3 I
