SUBJECT:

NHC RADIATION PROTECTION INSPECTION REPORT 50-254/97015(DRS);

50-265/97015(DRS)

On August 14,1997, the NRC completed an inspection at your Quad Cities Nucinar Power

Station. The purpose of the inspection was to review the implementation of the station

chemistry and radiological environmental monitoring programs. We also reviewed station

radiological performance and an event occurring in September 1996, regarding a spill

during the transfer of radioactive resin. The enclosed report presents the results of this

inspection.

Overall the above programs were acceptably implemented and no violations were

l

identified, in particular, we noted that reactor water chemistry was excellent, that prompt

actions were taken in response to the Unit 2 fuelleakage, and that chemistry sampling and

analysis was effectively performed. Additionally, your radiological environmental

monitoring program continued to identify no significant impact from operation of the

station and radiological performance had improved since the Unit 2 refueling outage,

,

'

notably in the control of contaminated areas.

However, some problems were identified with specific aspects of the above programs.

We were especially concerned with the,se problems that were recurrent. Several examples

were identified where chemistry procedures or equipment did not reflect the Final Safety

Analysis Report. These were similar to examples observed in other plant areas during past

NRC inspections. Maintenance work requests associated with the High Range Sample

System were not being timely addressed, forcing technicians to rely on alternate, non-

preferred sampling paths. In one case, the failure to address a work item, increased the

possibility of damage to the system panel. Continuing examples where radiologicallabels

were either illegible or unsecured were also observed.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter

and its enclosures will be placed in the NRC Public Decument Room.
