Dear Mr. Randolph:

l By letter dated August 8,1997,' Union Electric Company requested an amendment to the Callaway Plant technical specifications that would revise the lift setting teksance for the main steam line safety valves. - As discussed with your staff, in order for the NRC to continue its review of the submittal, Union Electric would need to provide a supplement to the request, addressing testing accuracy. Specifically, in the August 8,1997 request, Union Electric did not account for the test instrument uncertainty in its safety analyses, and did not provide the staff with an adequate regulatory basis to allow excluding the test instrument uncertainty.
