' BASIS:

Each cluster consists of three neutron-sensitive detection units. Clusters are designed and calibrated to detect and alarm on a minimum credible criticality accident of concern, defined as producing an integrated total dose of 20 Rads, in one minute at two meters from the reacting material. This system will provide an audible signal in the event of a criticality which will alert personnel to evacuate the immediate work areas. The minimum acceptable length of time for the CAAS horn to sound is 2 minutes. [SAR Section 4.2.2.1,4.6.2.11 l

j Significance Determination The United States Enrichment Corporation (USEC) has reviewed the proposed changes associated with thi.; certificate amendment request and provides the following Significance Determination for I

consideration.

1.

No Significant Decrease in the Effectiveness of the Plant's Safety. Safeguards or Security Programs The placing of additional miscellaneous CAAS facilities under TSR control and the elimination of specific operational modes are not addressed in plant safety, safeguards or security programs contained in the Application for United States Nuclear Regulatory

Commission Certification for the Portsmouth Gaseous Diffusion Plant. Therefore, the effectiveness of these programs is unaffected by these changes.

Plants (GDP-2) address specific TSRs. Thus, the proposed changes have no impact on any of the Conditions to the Certificate of Compliance.

3.

No Significant Change to Any Condition of the Annroved Comnliance Plan The placing of additional miscellaneous CAAS facilities under TSR control and the elimination of specific operational modes does not alter the Plan For Achieving Compliance with NRC Regulations for the Portsmouth Gaseous Diffusion Plant nor any conditions of the approved compliance plan.

No Significant Increase in the Probability of Occurrence or Conscauences of Previousiv Evalunted Accidents-The placing of additional miscellaneous CAAS facilities under TSR control and the elimination of specific operational modes will not change how the system is operated or the manner in which it is maintained. The operation of the CAAS is not defined as an accident initiator in the SAR analysis and therefore, any changes related to the CAAS will not affect the probability of occurrence of any postulated accident in the SAR. Since the CAAS is viewed as a criticality accident mitigator the addition of these CAAS facilities to the TSR u

Therefore, this proposed chage will not increase the probability of occurrence or the consequences of previously evaluated accidents.

5.

No New or Different Type of Accident The operation and maintenance of the CAAS in miscellaneous facilities will remain unchanged from those descriptions currently contained in the SAR. As such, the ability of the CAAS to perform its required function as defined in the SAR, will not be affected by this certificate amendment request. The only changes will be the addition of several miscellaneous facilities to the TSR and the elimination of existing operating modes.

No Significant Reduction in Margins of Safety The addition of CAAS facilities to the TSRs and the elimination of specific operational modes will not change how the CAAS in these facilities is operated or the manner in which it is maintained. The proposed change enhances the availability of the CAAS function by l

providing increased application of TSR control over miscellaneous facilities. Therefore, the

proposed change will not reduce the margin of safety as currently defimed in the safety analysis report.

7.

No Significant Decrease in the Effectiveness of any Programs or Plans Contained in the Certificate Anplication The TSR change that addresses CAAS facilities is not specifically addressed in any programs or plans contained in the Certificate Application. Therefore, the revision of TSR 2.8 to bring additional CAAS facilities under TSR control and the deletion of operational modes will not decrease the effectiveness of these programs or plans.

The consequences of a criticality are confined to plantsite and there will be no changes in the operation of the specified CAAS facilities nor in the manner in which they are maintained. This TSR change has no effect on the generation of effluents and therefore, it does not change the type or amount of effluents that may be released offsite, j

There is no Significant Increase in Individual or Cumniative Occupational Radiation Exoosure.

The consequences of a criticality associated with any postulated accident currently identified in the SAR will not increase as a result of including the additional CAAS monitored facilities. These changes do not increase the probability of a criticality. The TSR change i

does not affect the radiological protection program in place to minimize occupational exposures. Therefore, there is no increase in individual or cumulative occupational radiation exposure as a result of this proposed change.

There is no Significant Constmetion Imnact.

The placing of miscellaneous CAAS facilities under TSR control and the elimination of specific operational modes will not require a plant modification and therefore will have no construction impact.

12.

There is no Significant Increase in the Potential for Radiological or Chemical Consequences from Previousiv Annivzed Accidents.

The revision of TSR 2.8 will not increase the probability of occurrence or consequences (radiologival and/or chemical) of any postulated accident currently identified in the SAR.

The changes proposed in this certificate amendment request do not alter the assumptions used in the accident analysis. Therefore, there is no significant increase in the potential for radiological or chemical consequences from previously analyzed accidents.
