CREDIT FOR WORK TOWARDS MAINTAINING AN ACTIVE SENIOR REACTOR OPERATOR'S LICENSE
Dear Mr. Roche:
This letter is in response to your June 14,1997 letter, requesting our position on your proposed method of determining on-shift hours to maintain an active senior reactor operator's license.
j The positions, as described in your letter, are not part of the shift crew as defined by the 1
Oyster Creek technical specifications. The 10 CFR 55 definition for " actively performing the functions of an operator or senior operator" requires the licensed individual to carry out and be responsible for the technical specification duties covered by the required technical specification position in order to accrue time for maintaining the license in an active status.
The rule does not preclude or discourage having additional licensed operators on shift 4
beyond the minimum technical specification staffing requirements. However, to take credit I
for license proficiency (active status) these individuals must manipulate the controls in the case of an operator, or direct the licensed activities in the case of a s nior operator.
i Based upon the information provided and the 10 CFR 55 definition of actively performing the duties of a senior reactor operator, the credit for time spent as fix it now coordinator, plant operations director, and work control center coordinator should not be counted as on-shift hours for the purpose of maintaining an active license.
