Docket Nos. 50-361 and 50-362, Amendment Application Nos.161 and 145, Appendix J, Primary Reactor Containment Leakage Testing for Water-Cooled Power Reactors, Option B San Onofre Nuclear Generating Station, Units 2 and 3 Enclosed is Supplement 1 to Amendment Application Numbers 161 and 145 to Facility Operating Licenses NPF-10 and NPF-15 for San Onofre Nuclear Generating Station (SONGS) Units 2 and 3, respectively. Supplement 1 to these amendment applications supersedes entirely the applications forwarded by the Reference letter, which are hereby withdrawn. These amendment applications consistofProposedTechnicalSpecificationChangeNumberNPF-10/15-468(PCN 468), Supplement 1. PCN 468, Supplement 1, requests changes to Surveillance Requirements (SRs) 3.6.1.1, SR 3.6.2.1, and SR 3.6.3.6, and creates a new Technical Specification 5.5.2.14. The affected Bases sections are provided for information only.

The original PCN 468 (Reference) was a request to allow implementation of the recently approved Option B to 10 CFR Part 50, Appendix J. This new rule allows for a performance-based option for determining the test frequency for containment leakage rate testing. The original PCN 468 requested changes to the SONGS Units 2 and 3 Technical Specifications (TSs) which replaced the references to " Appendix J, as modified by approved exemptions" with

" Appendix J, Option B, as modified by approved exemptions and Regulatory Guide 1.163, dated September, 1995." \

Document Control Desk Supplement 1 to PCN 468 is being submitted to re-format the request consistent with Standard Technical Specification Change Traveler TSTF-52. PCN 468, Supplement 1, is a request to create a Containment Leakage Rate Testing Program, which will be incorporated into the proposed TS 5.5.2.14. All acceptance criteria and surveillance frequencies currently found in the ,

affected SRs and associated Bases will be relocated to the Containment Leakage !

Rate Testing Program. Supplement I changes are marked with change bars to show the differences from the original PCN 468.

In accordance with existing requirements, an Integrated Leak Rate Test (ILRT) }

will be required during the Units 2 and 3 Cycle 10 refueling outages. This l ILRT would not be required in accordance with Option B of Appendix J. The

Unit 2 Cycle 10 refueling outage is currently scheduled to begin on January 2, i 1999. However, planning efforts for the ILRT need to begin as early as six months before the beginning of the outage. In addition, there are Local Leak ,

Rate Tests (LLRTs) currently required to be performed beginning on November l 18, 1998, which would not be required under Option B of Appendix J. These LLRTs would involve an unnecessary shutdown or a power entry into containment. l Therefore, Southern California Edison requests approval of this proposed change no later than November 1, 1998, to be implemented within 30 days of 4 issuance.
