Gentlemen:
Enclosed is Revision 13 to the Comanche Peak Steam Electric Station (CPSES)
Units 1 and 2 Inservice Testing Plan (IST) for Pumps and Valves in the first interval. The Plan is a combined Unit 1/ Unit 2 Plan, implementing the same requirements from the ASME Boiler and Pressure Vessel Code,Section XI, 1989 Edition of Section XI (No Addenda) on Units 1 and 2.
The effective date of this revision was April 24, 1998 at 11:00 PM CDT.
The Attachment provides a detailed description of the changes made by Revision 13 to the Plan in a format identical to that provided for changes to the Final Safety Analysis Report (FSAR). All changes described in the attachment have been evaluated for relative significance (i.e., the group number 1, 2, 3 or 4 corresponds to each change justification as discussed in TU Electric letter TXX 88467 dated June 1,1983).
In addition, all changes applicable to CPSES Units 1 and 2 have been reviewed under the TU Electric 10CFR50.59 process and found not to include any "unreviewed safety questions."
This transmittal does not contain a request for relief from ASME Code Requirements and is provided to update your manual.
This communication contains no new licensing basis commitments regarding CPSES Units 1 and 2.

Group Description TAHl.E 8-2 Page I of 6 and Notes page Revises the type of test performed on iFW-076 and IFW-088 from a flow test to disassembly and inspection.
Revision The leakage test to verify a closed exercise has proven to be impractical due to the insufficient amount of test makeup water available. The approximately 50 gpm available is insufficient to consistently shut the check valves with sufficient force to make them leak tight as required to demonstrate closure. In lieu of flow testing, the ASME Code (OM-1987 Part 10 article 4.3.2.4(c)) and NRC guidance in GL 89-04 endorse the disassembly and inspection of the valves.
