During the weeks of May 11, and 18, 1987,- NRC administered one' Senior Reactor Operator license examination and conducted.the Pilot Requalification' Program ' i Audit at the Fort St. Vrain Nuclear Facility. . The results of. these site visits have been discu:: sed with members of your staff.

l The license candidate successfully completed his examination and has been .

issued the appropriate' license. 1 The-Pilot Requalification Program Evaluation consisted of: 1) a detailed review of. the facility developed written requalification examinations, 2) ob-  ;

servationoffacilityadministeredoperatingexaminations,3)observationof-facilityadministrationofthewrittenexamination,and4)~co-grade.ofseveral-written and operating examinations. Substantial- problems were encountered-  ;

during review of the facility written examinations that threatened examination validity. These problems were in the areas of examination difficulty ques . S tion. construction, and examination security. Additionally',' minor problems'in coverage and evaluation were observed on theLoperating examinations. .These.  ;

problems are discussed at length. in the enclosed report. ' As a' result of this evaluation, the Fort St. Vrain Requalification Program is now evaluated as j marginal.
