NRC INSPECTION REPORT 50-271/97-12 AND NOTICE OF VIOLATION
Dear Mr. Reid:
On January 24,1998, the NRC completed an inspection at your Vermont Yankee reactor
facility. The encinsed report presents the.results of that inspection.
During the seven week period covered by this inspection period, your conduct of activities
at the Vermont Yankee facility was generally characterized by safety-conscious operations,
,
sound engineering and maintenance practices, and careful radiological work controls.

During a plant tour on January 13,1998, the inspectors identified an inoperable HPCI room
fire door. This is of concern to the NRC,in part, because your staff had not identified the
condition. The failure to maintain the fire door in an operable condition is a violation. This
violation is cited in the enclosed Notice of Violation, and the circumstances surrounding the
violation are riescribed in detail in the enclosed report. Please note that you are required to
respond to this letter and should follow the instructions specified in the enclosed Notice
when preparing your response. The NRC will use your response, in part, to determine
whether further enforcement action is necessary to ensure compliance with regulatory
requirements.
Based upon our review of the active issues covered by your Basis for Maintaining
Operations (BMOs) and your current projections for full resolution of these issues, we are
concerned about the impact of your actiot..
A meeting between the Vermont Yankee

staff and NRC representatives has been scheduled on March 5,1998,in our White Flint
Offices to discuss your BMOs and for resolution plants.
