INSPECTION REPORT NO.,50~483/87008 This responds to Mr. C. W.
Hehl's letter dated May 29, 1987 which transmitted the report of the inspection conducted at Callaway Plant during the period February 26 through April 28, 1987.
Our response to the violation is presented below.
None of the material in this response is considered proprie-tary by Union Electric Company.
(50-483/87008-02) SEVERITY LEVEL V VIOLATION Technical Specification Section 6.8.1.a requires that.
established written procedures, as recommended by Appendix A.
of Regulatory Guide 1.33, Revision 2, be implemented, which includes containment leak rate testing.

and Cleanup Vent Valve EC-V082 was found'in the. closed position, although Attachment B to Procedure ESP-GP-01007, Rev.
1, showed that the valve had been opened on April 21 and verified open on April 22, 1987.
Response
Corrective Actions Taken and Results Achieved The Fuel Pool Cooling and Cleanup Vent Valve, EC-V082, was immediately opened and all vents located in.the Auxiliary Building were reverified to be positioned in accordance;with 8706260393 870624 g.O j,

the requirements of Containment Integrated Leak Rate Test (CILRT) Procedure ESP-GP-01007, Rev. 1.
During the restoration phase following the completion of the CILRT, all valves were reverified to have been in the correct position.
Union Electric's follow-up of this incident indicated that valve EC-V082 was positioned properly and verified to be in the proper position during the initial line-up.
The valve in question, EC-V082, was opened on April 21, 1987 and verified open on April 22, 1987 as required by Attachment B of ESP-GP-01007, Rev.
1.
Within a 24-hour time-frame prior I
to the NRC Inspector finding the valve closed on April 26, 1987, a Shift Supervisor, familiar with the requirements of the procedure, observed the EC-V082 valve to be in the open position.
Someone apparently closed the H
valve, which had an ILRT tag on it, when the balloon became inflated on the vent line (Balloons are placed on vent lines for the ILRT to provide an indication of leakage).
Corrective Actions To Be Taken To Avoid Further Violations During future CILRT's, work groups will be instructed that ILRT-tagged valves are not to be manipulated for any reason.
They will also be instructed to contact the Control Room /ILRT Engineer if any concerns arise regarding the position of these valves.
The Date When Full Compliance Will Be Achieved Union Electric is in compliance with all License conditions and Technical Specifications.
