Gentlemen:

This refers to the special safety inspection conducted by Mr. A. S. Gautam and

other NRC representatives of this office on September 15 through 19, 1986, of

activities at Big Rock Point authorized by NRC License No. DDR-06 and to the

discussion of ourtfindings with Mr. D. P. Hoffman at the conclusion of the

inspection.

This inspection reviewed your implementation of a program as required for

establishing and maintained the qualification of electrics 1 equipment within the

scope of 10 CFR 50.49.

The enclosed copy of our inspection report ideritifies

areas examined during the inspection. Within these areas, the inspection

consisted of'a selective examination of procedures and representative records,

observations, and interviews with personnel.

Although the inspection determined that you have implemented a program to meet

the requirements of 10 CFR 50.49, five significant deficiencies in the program

implementation were observed.

These_findincs are classified as Potential

Enforcement / Unresolved Items and an ongoing NRC review is being performed to

evaluate the findings,in regard to possible future enforcement action.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy

of this letter and the enclosed inspection report will be placed in the

NRC Public Document Room.

We will gladly discuss any questions you have concerning this inspection.
